Shifting the lane over for rush hour so they can have more lanes in one direction in the morning, then more going the other way for the return. Have seen them do this a few places around DC but nowhere else in the states.

Looks to be a machine to move the Jersey Barrier to add/subtract a lane to a highway direction quickly (time sensitive traffic flow, construction, or other requirements I would imagine)

There's one in Boston. It changes the Hov lane from Am traffic to Pm traffic. I've seen it in action, it's like a motorized zipper.

Yeah, I had to give it a close look on mine but then again the galaxy s4's screen size is just silly. I have a love hate relationship with it.

Boston has this silly thing. It was cool to look at while sitting in traffic while the operator was I assume on break instead of actually creating a lane.
